You can also go down to the courthouse and ask for an order enforcement or contempt of court hearing since he didn't obey the court's orders to pay those debts. After all this time, you might want to just suck it up and pay the joint debt, just to finally clear up your credit. As far as the debts he has incurred after the divorce, contact the credit reporting agencies and dispute them. Send in your divorce decree as proof of the date of divorce and they will have to remove those marks from your credit. Also, ask to see the original paperwork for those debts to make sure he isn't actually using your ss# or signature on new loans. If he is, report it to the police. It's called fraud.
