Sims 3 partner and marriage problem?

Hey so on sims 3 i had a female young adult and she met this male young adult and eventually i got their relationships as high as the bar shows it can go and it says they have romantic interests in each other.. i made the guy move in and they have a baby too. They now grew up to adults but no matter wat i do i can’t get them to become partners or to propose to each other. Does anyone know why? Thanks
